I experienced this 2 days ago with the previous version of windows 10 that I wanted to install on a laptop. Previous times an ISO also made with Rufus, worked fine and I couldn’t understand that now it got to 69%, then returned to the Install screen.Tried it 3 times.
This was my solution, it might work for you too. What I did to get it to install was remove the hard drive from the laptop and connected it via a USB 2.0 external hard drive casing (Guess a USB 3.0 casing will also work) to my main desktop PC. If its an internal 3,5″drive, you’ll probably need a 3,5″ external USB Casing.
I then used WintoUSB (https://getintopc.com/softwares/utilities/wintousb-enterprise-2020-free-download/) to install it on the drive using the Win 10 ISO image. By doing that it finished the installation all the way.
I then plugged the USB connected drive into the laptop and setup the basics, like user, password etc. I could log into windows normally. I then plugged the USB drive back into my main desktop PC and opened WintoUSB again and from the Tools menu item select “Windows To Go conversion”, then click “Convert Windows To Go to Local Disk”. Then click OK to execute. I then plugged the drive back into the hard drive bay of the laptop and the laptop booted normal again.
Seems a bit of a process, but it didn’t take that long. hope it works for you.

ei sir. try this if its works for you.
if you are using USB as a bootable. and after a couple of time of your installation tells you to reboot, then reboot . but before your computer ask you reboot be sure to remove the bootable usb.then let your pc do the installation itself( be sure that your main disk is in the 1st boot device)
. if it helps you. or just pm me. in my gmail account ,, thanks

For those who are facing “installation reaching 70% and then PC again restart to install page”:
1. Use the USB drive (pen-drive with OS) or DVD drive to install Windows 10, let the process run on its own.2. Once the PC restarts and comes back again to the INSTALL page, just remove the Pen Drive or DVD
3. Force Shutdown by Pressing the “Power Button”
4. Switch ON the PC again and it will boot to Windows 10It has worked for me.

Hello guys I finally found the fix on how you can Install it or perhaps bypass that 70% install.
1. First make sure you have an UEFI BIOS
2. Boot to your USB Drive (Make sure it is UEFI Compatible)
3. Select your Language, Country and Keyboard format then click Ok.
4. Click on Install then Accept.
5. Select Custom install
6. Press “Shift + F10” when you are about to select the drive .
7. It will open cmd or Command Prompt.
8. After that, type “diskpart”
9. Type “list disk” then select the disk you want to install windows
10. Type “select disk ”
11. Type “clean”
12. Type “convert gpt”
13. Type “exit”
14. Exit the command prompt then click on “Refresh”
15. Finally select that Unallocated Disk and Click on Next.Enjoy. Hope I can help everyone

I would recommend you to update the driver or install the driver you got with the adapter.
If you are using a laptop which has a build in network adapter ten you may download the driver form the manufactures website. For a USB adapter install the driver which came with it. But before proceeding make sure that your driver supports windows 10.Hope it helps.
Thank you.

First you need to download this file. This is an ISO and it won’t run straight on your OS.
So first thing you need to do is to download Rufus software and make a bootable USB. There are many tutorials available for this in YouTube. After that plug it into your PC then enter BIOS and select the USB drive as your bootable device. If you are using laptop the you may press F2 to enter BIOS and on a desktop you may press del. Then it’s pretty straight forward. All the required instructions are in the window itself. Just make sure that you won’t be having a power failure while doing this. I recommend that you may just watch a tutorial on YouTube before proceeding.

1- Installing Windows 10 with the old version 1909
2- Burn your windows iso in Bios mode / MBR ” Legacy Mode ” for version 2004the Conclusion

All you need to boot in uefi….and only Rufus can help… Otherwise iso is bigger than 4gb for fat 32 system..so just use Rufus software and make it bootable and then try using uefi boot..not legacy or bios… otherwise it will exactly stop at 70 percentage. I had suffer this.. lol..now it’s working fine.
